I wassrprised by how much higher than India our footprint is. I wasn’t surprised by how much lower than average in the US.

How could you mitigate issues that may arise if the restaurant does not want to let you use your own containers at first?

Be polite and refrain from blaming front line staff. They may only be following policy or be afraid to take a risk.

Ask to talk to a manager, if it seems you can do so without offending or follow up with a phone call call or letter to management. Make your case including information about what the competition is doing. Make a firm commitment to do business elsewhere until policy changes. Include information about where you can be contacted.
